Why a property ends up with two providers

Growth. A subdivision gets built while a water supply corporation already holds the right to serve that ground, and the city provides sewer because the city owns the treatment. Or the reverse. Either way, the boundaries were drawn by history rather than by anything visible from your driveway, and they do not follow street names or city limits.

The practical result is two bills, two sets of contact numbers, two sets of rules, and two answers to the question of who is responsible for a given pipe. None of that is a problem until you need somebody quickly.

Find out now, while nothing is wrong. Look at both bills and write the emergency numbers somewhere that is not a filing cabinet. Ten minutes on a calm evening removes the worst part of a bad night.

It is worth knowing that a supply corporation is a member-owned body rather than a department of a city, so its rules are set by a board and its rates are not decided at a council meeting you can attend as a resident. That is neither better nor worse, and it does change who you talk to when something needs escalating.

The other thing that catches new arrivals: a sewer provider without a water meter of its own has to base your wastewater charge on somebody else's reading. Where the two organisations exchange data monthly it works smoothly, and where they do not, the occasional estimated bill turns up and gets corrected later.

Where each one's responsibility stops

The general rule holds regardless of who the providers are, and it is worth stating in each direction. Water: the supplier's ownership ends at the meter, and every foot of pipe past it belongs to the property. Sewer: the provider's ownership begins at its main, whether that sits in the street or in a rear easement, and everything between that point and your fixtures is private. On a deep lot the private portion of the drainage can run a hundred feet or more.

Two complications arise from the split. First, neither organisation has any reason to know about the other's infrastructure, so a water provider marking its lines will not mark sewer, and a sewer provider investigating a backup will not care about the water main crossing the same trench.

Second, when something goes wrong in the street and it is not obvious which system it is, each will quite reasonably point at the other. A clear water leak surfacing in a yard is a water matter; foul water is a sewer matter, and it can be yours rather than theirs. Establishing which, quickly, is most of the job.

That is where a plumber earns the call. A camera on the lateral or a locate on the supply establishes the fact, and a written finding gives whichever provider is responsible something they can act on instead of a phone description.

The meter box itself causes more confusion than anything else on the list. Box, lid and meter are the water provider's equipment, while the valve sitting on the house side of the meter is generally the property owner's. That matters at two in the morning, because the valve you should be closing in an emergency is yours and the one you should not touch is theirs, and they sit inches apart in the same hole.

Sewer cleanouts are the equivalent on the other side. A cleanout in your yard is yours, and it is the access point any plumber will use first. If yours is buried, raising it to grade is a small job that pays for itself the first time somebody needs to find it in the dark.

Two sets of rules on one property

The providers have their own requirements and they do not always match. Backflow protection, irrigation connections, submetering, deposits, and what they will and will not do at the meter are each set by whoever supplies that service.

Anything involving irrigation is the common one. The water provider decides what protection your irrigation tie-in needs and who may test it, while the sewer provider may have views about whether irrigation is included in your wastewater charge. Those are separate conversations with separate people.

Adding a building, a second dwelling or a pool means asking both. Capacity, connection fees and impact fees are charged by each for its own service, and a project approved by one is not approved by the other.

Restrictions work the same way. A drought stage declared by your water provider applies to you whether or not the city is in the same stage, and that catches people out when a neighbour two streets away is on the other system.

Moving in is worth a mention of its own. Setting up service means two accounts, two deposits and occasionally two different start dates, and a house can end up with water on and sewer not yet transferred. It rarely causes a practical problem and it does cause a confusing first bill.

How we work with it

First call, we establish which system the problem is in and which side of the boundary it sits on. That usually takes half an hour with a camera or a locate, and it is the answer both providers will ask for anyway.

If it turns out to be a provider's responsibility, we say so plainly and give you a written finding to send them, rather than billing you for work that belongs to somebody else. If it is yours, we quote it before starting.

It is also worth having your own record. We mark the meter, the house valve and the cleanout on a simple plan and leave it with you, because the household that knows those three locations handles every future problem better than the one that does not.

Cibolo, Schertz, Marion, Santa Clara and the surrounding Guadalupe County communities are all within our normal area, and we know which organisations serve most of these streets.

FAQ

Split water and sewer providers in Cibolo

Look at the bills, since they are frequently from different organisations and sometimes arrive from a third party doing the billing. Write both emergency numbers down somewhere you can find them at midnight.

Clean water points at the water provider; foul water at the sewer provider. If it is unclear, call both and then call us, because establishing which system it is takes minutes with the right equipment.

The property owner does, all the way out to the provider's main. Only the main itself and the connection at it belong to the utility, which means the private portion is frequently much longer than people assume.

That is exactly when an independent finding is worth having. A camera run or a locate establishes which system and which side of the boundary, and gives whoever is responsible something concrete to act on.

Your water provider's, regardless of what the city or a neighbouring system is doing. Stages are declared by the supplier, not by geography.

Both, separately. Each charges its own fees and applies its own capacity rules for its own service, and approval from one says nothing about the other.

Your water provider sets that requirement and who may test it. Ask them rather than assuming the city rule applies if the city is not your water supplier.

We can give you a written finding stating what we found and where, which is what they need. Reporting it has to come from the account holder, and the finding is what turns that call into action.

Measure at a hose bib first. If the number is low at all times of day, the provider is the place to start; if it dips only at peak, that is system demand; if only one fixture is weak, the problem is inside the house.

That depends on how your sewer provider calculates the charge, which is one of the things worth knowing when the two organisations are different. Ask them directly, because the answer changes whether a separate irrigation meter is worth having.
